Release of Automobile Title

I paid the last installment on an automobile purchase on March 1, 2006. I have paid title transfer fees, ad valorem taxes, emissions, and tag fee for the vehicle but the owner is holding the title. He will not respond to my written request or telephone calls. He works in the Solicitor General's office and could possibly know of some statue/law to delay release of title. Please advise. How long should I wait before taking legal action? What kind of attorney should I seek to represent me or will an attorney be necessary?

You should consult with a local attorney. I don't even know what the "Solicitor General's office" is, other than the one in Washington, D.C. In any event,no matter who he is, he needs to held accountable. You should consider suing him in small claims court.
