right of return?
Do I have the right in Georgia, within 72 hours of a used car purchase, to return the vehicle (in as-purchased condition) for an unchallenged refund?

Yes, if the agreement you made with the seller includes such a provision. Read your contract.

No. You own the car the moment you buy it (unless your contract gives you a return policy. A handful of dealers do that. Most do not.)
