What can be done if our wedding photographer has refused to respond to us and will not surrender the Photos and disc she was paid to provide.

Your remedies will depend on your written contract which we have not read. Likely those set and limit damages. After reading that, you'd sue in Magistrates Court (which is small claims court), probably for the amount you paid.
