Ex boyfriend borrowed credit card; incurred large debt to refurbish a home. Upon sale, he was to repay me. He's paying, little by little but has sold the house and did not repay me in full. I'm in GA - he (and property) are in FL. Where will I need to pursue?

If he's in Florida, pursue it there.
Florida or in any state where he resides. Anyone can sue anyone else, but you have to have grounds.
What kind of written agreement, if any, do you have? If he is paying, albeit slowly, I don't see that he has violated anything. You should never have allowed him to use your credit card, even with an agreement. If there is a written agreement tough, you can sue him for breach of the agreement if he is not paying as per the agreement.
If there is no written agreement, do you have checks from him evidencing some kind of loan arrangement? What I would do is send him a letter, recite the agreement and note that he was to repay you in full when the house was sold. Recite also that the house was sold, the date of sale and that you have not been repaid. Demand that he repay you in full or you will pursue further legal action. Demand that he respond in 30 days.
