As for the letters, Palmer, Reifler and Associates sends out over a million of these letters every year in an attempt to intimidate people into paying a civil penalty without asking questions or costing them anymore then the price of sending a letter. They almost never take anyone to court (I have read that the actually statistic is about one court case per 120,000 letters, and while I don't know if that statistic is accurate, you are unlikely to face court). Remember also that the firm is in Florida, so how likely are they to employ a Georgia lawyer over such small sums that may arguably not be collectable or valid?

While Walmart could seek a criminal warrant up to two years after the event, if you were not arrested at the time, they likely won't, and they can do it whether you pay or not. Many lawyers like myself question whether what the Palmer firm does is proper under state bar ethics rules (and such complaints have been made to the Florida bar). If they actually sue you, get a lawyer. Otherwise, simply be aware you can never set foot in any Walmart for the rest of your life, and be thankful you did not get arrested. It is a slight gamble to ignore them, but your risk is about the same as your chance of being hit by lightning.
