Collection agencies
A collection agency threatens me with litigation because I refused to pay to pay a cell provider for two months excessively high bills because of a defective phone. Can they do this and how ?

Yes, they can threaten to file a suit, probably because they have a different position than you. No one here knows the terms of your contract, how the defective phone led to high bills, who is responsible for that, etc.
