Is it considered proper notification if somone sends an email to you and threatens you with action by their attorney or do they need to send it to you via postal mail?

I am not sure what you mean by "proper notification." There normally is not any "notification" required prior to filing a lawsuit, though there might be rare exceptions when required by a contract or statute. If this is the case, you need to post many more facts.

It depends on what the notice is for. In some cases, email is fine, but in others, a particular statute may require notice by mail, certified or otherwise. Usually, it is proof of the receipt of the notice that causes a problem. Consult with a local attorney.
