Credit Card Debt from Deceased Husband

Here's the specifics:

- my father passed away with a $14K credit card balance

- the card was only in his name; my mother was not a co-signer or user

- only estate was insurance money, half used for burial expenses

- nothing went through formal probate

Is my mother held liable for the debt?

You left out the important specifics of what happened to the other half of the insurance money, since you say it was part of the estate. Estate funds generally should be used to pay debts. People who bypass that and take the money could be liable for a few things.
