should i sign a consent judgement or file bankruptcy for 9,000 credit card debt? which one is worst?

Worse for what? For comparing the options with respect to one creditor, it is virtually always "worse" to file bankruptcy rather than settle/repay. Rarely will it be a good idea to file for bankruptcy with only one past due debt of $9,000, if that is the case.
