credit card liability

I called American Express because I wanted to consolidate 2 other credit cards. I did not accept because they wouldn't approve the entire amount I was needing but they sent payment to one of the cards in the amount of $6000 any way. I believe if American Express credits the amount back to the other card I won't get the 3.99% interest rate that I initially had. Am I liable for this $6000. How can they do this without my approval?

Are you asking if you somehow get out of paying the $6,000 at all? Unlikely. However, transactions should not be made without your permission, or without an agreement. Perhaps AmEx will agree to the lower interest rate on the transferred amount. It doesn't hurt to ask.
