When you default on a credit card and the bank charges off the account, can they in fact still come after you for the moneys owed.

Sure they can. A charge-off is basically an accounting entry. It doesn't mean the debt goes away.

Yes, in fact it becomes more likely after a charge-off than before, as they often will sell the debt to a collector.
