Is it legal for a debt collections agency or firm to call relatives, and or friends about your debts? Are charge offs still the responsiblity of the consumer?

Yes, within limits. Google will probably help you with more information on contacting third parties. A charge off is an accounting term - has virtually nothing to do with collection (other than from a tax/accounting standpoint). Most debts that go to collectors are probably "charged off" by the original creditor.

A debt being "charged off" is simply an entry by a creditor that tells the world they feel you are a deadbeat that may not pay. It does not mean you don't owe the money.
