Can you file bankruptcy against a debt collector or law agency who has garnished your wages and also against a debt collector or law agency who has put a secondary lien against your vehicle that you're making payments on?

You don't bankrupt against one creditor. Every bankruptcy lists ALL your debts.
In many but not all cases a bankruptcy can be used to void a judicial lien, and in many but not all cases it will permanently stop a garnishment.
