finance companies

My mother's government check goes to a finance company for purchases obtained on credit then they give her what is left. Not very ethical, but is it legal?

Checks and rights to payment are assigned to creditors or others all the time, and it is generally legal and ethical(it is merely an agreement of the parties), and a common part of some businesses. Whether it is appropriate in your mothers case depends on facts not provided (i.e, her age, mental state, type of check, etc.).
