if a garnishment is coming out of my paycheck can i open a checking account without it being affected too?

Just opening up a checking account does not mean that it will automatically be garnished also. That won't happend unless the judgment creditor learns where you bank and then files a separate garnishment against the bank.

While the checking account will not automatically be garnisheed, the creditor could do so after you open it.
You may want to see a bankruptcy attorney to determine if that is a good way to eliminate debts and stop the garnishment.
