Is this harrassment?

I have a bill collector coming to my house for my roommate, I told them he was here but would give him their message. I closed the door and they knocked, rang the bell and went to my back padio climbed the little fence to my apartment back sliding doors looking in. they rang the bell and knocked for a stright hour I asked them to leave but they wouldnt? what should i do

Call 911 the next time they come (while they are there) and report the harassment to the police.
