Legal Question in Credit and Debt Law in Georgia

I hired an attorney to deal with my expired sister's debts. There were 5 different accounts. She passed away in March 2007. My attorney sent letters to each creditor with my offer for one lump sum payment in June of 2008, and two creditors accepted the offer in December of 2008 and were paid (certified check through the attorney). My attorney said he has not heard from the other 3 creditors, and said it is best to wait for them to make the next move. Seeing how it's been about 16 months with no response, is this strategy appropriate, or is my attorney not doing his job? Also, I never received any documentation from my attorney or the creditors that took my settlement back in December of 2008. Wouldn't this have been needed for tax purposes? My attorney says these things take time and it could be another 2 years before it is all settled. The first payment was for $4,850 (out of $13,790), and the debts still left total $9,960.
