hospital bill

If a hospital refuses a payment because it isn't enough does that mean the bill in paid in full?

It means it is not paid at all. If the creditor did not agree to a payment plan, you can't somehow force them into one and then claim you don't owe them anything.

No. What it does mean is that you are more likely to get sued. See a lawyer ASAP.
