What are the implications of applying for and receiving a credit card using an address at which you do not live? a previous tenant, who has still not changed their address since moving from the property 6 months ago and occasionally has their mail forwarded has recently applied for and received a credit card at their old address. is this illegal?

Why do you care if you are not the party whose name appears on the card? It is fraud if the person is trying to pass him or her self off as someone else for the purpose of obtaining credit.
Obviously, the person should not be using an invalid address but if there is no financial identity fraud, then that is between the person and the credit card company which issued the card.
Why are you opening the tenant's mail? That IS a crime and a federal one to boot. If I were you, I would ever so gently return the card and items into the envelope, seal it and write on the front of the envelope "return to sender - forwarding address unknown." In the alternative, if you know the tenant's forwarding address, write on the envelope the forwarding address and that the tenant moved to that address.
