So what is the question? I don't understand if this was a school or an employer or both. You may have some defenses if you were not provided with information, but an attorney would need to see what you signed and whether the information was buried somewhere in the documents you signed. You also don't indicate why you stopped and did not complete your training. Dropping out may be something that will not be in your favor if the company had certain costs.

I suggest that you talk to an employment lawyer and allow him/her to review your documents.

Assuming that you are asking "do I need to pay?" the answer is maybe depending on what you signed and why you had to quit. Most debts are negotiable but it depends on your ability to repay. If you don't pay, then the trucking school may be able to sue you. If you are in GA and the school gets a judgment against you, that judgment will allow the school to freeze the funds in your bank account, seize any other assets, act as a lien on any real property and garnish your wages. So don't ignore this and think you just don't have to pay.
