Is there a law that prevents anyone but the orginal debt holder to pursue collections for an amount under %600 that they say was generated in 1998?

Your question is a bit ambiguous, but you may want to look into the relevant "statute of limitations". A statute of limitations proscribes a time limit when a person is required to bring forth an action; if the statute of limitations is not met, the cause of action expires.
