Legal Question in Credit and Debt Law in Georgia

I got a letter from a collection agency for a hospital bill from 1996 saying... I had to surrender my title of my van to the department of revenue motor vehicle division for a lien to be placed against it. Can they do this for a bill this old?

Probably not, but you haven't given us anywhere near enough information. A lawyer can likely get rid of the collectors for you.
