what do you do when you are locked out of your safe deposit box and checking account?

We need a bit more information as to WHY you were locked out and by whom in order to give you better advice.

Your checking account could only be frozen if there was a levy against it, such as where a judgment was entered. In that case, the levy will only be lifted when the judgment is satisfied or settled. My advice, if this is the case, is to NOT put any more funds into this account and stop any direct deposits or auto-drafts. I would suggest that you get an online account or, if you are close to the border, get an account in an adjoining state.

I have never heard of freezing you out of your safe deposit box, but I suppose that if there is a valid order to levy on the account, that this would extend to safe deposit boxes too.
