If I am making nominal payments on a debt each week $5.00---does the collection agency still have to right to call me.

Did your original contract with the creditor allow you to pay "nominal" payments each week, or whatever payments YOU decide? If you default on the contract and it gets sent to a collector, you have no right to unilaterally decide what they have to accept. You can request they do not contact you any more, at which time they may just sue you. The better option - pay your debt in full, or settle for a lesser amount, in writing, agreed upon by both parties.

Yes. Paying $5 a week is not a proper way to deal with debt. See a lawyer.
