I have a $17,000 hospital bill. I've been making a $25 monthly payment. What can they do to me to secure money owed them. I have no payment agreement and a annual income of 20-25k.

They can take you to court and obtain a judgment against you. They can then file the judgment and secure a lien against property you have. They may also attempt to garnish your wages. Have you tried to apply for Medicaid? You may want to look into that.
