Can a person file a lien on property inside U.S. military bases?

How exactly would this work? You post no facts. Nobody can lien anything except as per the materialman's statutes. Generally, a car mechanic has a lien on your car for work done on the car or a person who repairs/improves your home has a lien on your home. Anybody else has to get a judgment against you. Once a judgment is entered, the judgment acts as a lien on any real and personal property that you own like a house or car.

You mention property at a military base. If its owned by the military base, how would a lien be filed unless the military created the obligation? What is or will be liened? What is the basis of the lien? And if its something owned by the military and someone is seeking to lien that, then there federal requirements. I don't handle federal liens but I am sure there are very specific processes for asserting a claim against the US government. If that is what you are trying to do then you need to consult an attorney who is experienced in these things.
