can i put a stop payment on a check written to a contractor for work completed in georgia?

Sure you can go to your bank and stop payment. The ramifications for doing it is a different question - one you didn't ask, and one for which you would not get a meaningful response without facts.

You can, and you may end up either getting sued, in jail or with a lien on your property. SInce you gave us no background there is no way to tel you what consequences you may suffer.
