I just received a letter from a collection company saying that I owe a bill that I feel that I did pay. This happen over ten years ago. Can they collect? and what can I do to stop this.

The debt is stale and uncollectible. However, they will keep hassling you. Get an attorney to write a "go fly a kite" letter.

Charles Field is incorrect as there is no way to reach his conclusion with the information you gave.
Depending on the state and what the bill is for, and what they and you did since, it may or may not be collectable. If it is stale, a lawyer can assist you in stopping the contact. If the debt is collectable, then the lawyer can review your options.
