Refused Payment

I paid a payment on my loan account but was told that they could not accept my payment because I owe a 15 dollar late charge and that if I did not pay them the $15 they were going to repo my vehicle. Is this legal?

We do not know the terms of your contract. It is common for a lender to not accept a partial payment. The very obvious solution - if you owe the late fee, pay it. Then you won't need to worry about a repo. That would be a silly battle to fight.

It is subject to terms of the contract which you have with your financer.

Yes. If you owe a late fee you owe it (read your contract) and you should expect to lose your car if you violate the contract you signed.
