how do I get a release from a collector trying to collect a charged off credit card they filed a claim against mother in laws estate but wont respond to requests for debt validation?

I suggest you get a lawyer.

"Charged off" is simply a derogatory comment that translates to "is a serious deadbeat" on a credit report? It does NOT mean the debt is not owed.

Creditors get paid before heirs. An estate with disputed debnts cannot be settled. Get counsel.
