Remaining debt

What is the legal remaining debt if the sales price did not cover the debt and the expenses owed? If the debt and expenses are not covered, and I owe the balance, what is the limit set by law on amount owed? Can I pay at a lower rate monthly the amount due or am I at there mercy?
