Required to disclose debt to academic institution

My husband used to handle our finances and I later took them over. Then I found out he has an old debt from when he dropped out of college, and he can't get his transcripts released. He wants to go back to school, but for his own reasons he will not pay off the debt now. He tried to apply to another school, listing the prior education, but they refused to consider his application without the transcripts. Can he legally start over (from zero credits) and apply for admission as a high school graduate without disclosing his time at that institution, even though the application specifically directs him to list the last x number of schools he attended?

Your husband has to decide whether to lie or not, and whether he wants to get caught lying. One can go through life not paying debts and lying on school, job or mortgage applications, but at some point in life, adult responsibility and basic honesty has to kick in.
