responsible for bill?
I am the custodial parent, my childs mom took her to a physical exam with my insurance card, with my permission to do so. She then took the child to an out of network provider to have an object removed from her ear, without my permission or knowledge. It was billed as surgery for over 3,000 bucks.She signed an agreement to pay. Am I liable for this? I have been named secondary in a suit against her.

Your facts leave some unanswered questions, such as was the object in the ear viewed as an emergency; hence, perhaps there was not time to wait until a provider could accomodate the child. As far as liability for the expense goes, both parents have an obligation to support their child, which includes medical care. Your divorce decree may also shed some light on your questions.
