I had a state court judgment against me for a debt I owed to a bank but i currently have no job or property can criminal actions be taken against me for non payment

As a general rule, there are no criminal sanctions.

However, now or even many years in the future, creditors can seize bank accounts, cars, wages and other assets.

To avoid those future consequences, you may want to explore - now - options like bankruptcy.
