Statue of limitation
What is the stuatue of limitation in which a debt can be collected and or garnishment can be done??

Collection attempts can go on indefinitely - there is no statute of limitations for that. Garnishment after a judgment can also take place for 20+ years, if done correctly.

Since you have not stated which state the loan agreement says the debt is based in (and that will usually not be Georgia), nor the type of debt, no one here will be able to answer you.
