statute of limitation re: credit card debt

is it true that in Georgia credit card debt has to be collected within four years from the date of court decree or other collection proceedings against the debtor, and that a judgement can access bank accounts, investments, real estate, and other assets to satisfy the judgement?

The statute of limitation refers to the time to file a suit and get a judgment, not collect it. A judgment may be collected for many years, and then renewed again. Yes, a judgment lien can attach to the property you mention.
