Window period for a restaurant to post a charge on my credit card

I noticed a charge on my debit card this past weekend from a local restaurant that I used to frequent. After determining that I had not visited this establishment recently and talking with other friends that go there as well, I looked into the reason for the charge. The restaurant owner claims he upgraded the software used with his cash registers on two specific dates (May 11, 2005 and Aug 16, 2005), and after the upgrade the registers did not officially ''post'' the final charges(initial charge plus tip) which supposedly left him with 12k in outstanding credit card charges. How long can a business like this have before they have to charge my account? It's 2006, plus I doubt he paid taxes in 2005 on these 12k in outstanding charges not collected. Thanks for your time.

You did not say whether the charge is valid. If so, why not accept the charge? After all, you presumably received the food and service. If you have a question, you are certainly entitled to request back-up. Whether or not taxes were paid is not relevant to your issue.

Assuming that you did go to the restaurant you owe the money. It's dishonest at best, fraudulent at worst, to complain. Yes, there may be rules that the restaurant's bank has on submitting charges, but that doesn't change what you should do - pay what you owe. (If you didn't go there, then obviously you challenge it).
