My 19yr old on was arrested for underage consumption. He has never been in any trouble. Does he need a lawyer?

He could go to jail and pay fines, but additionally he could ruin his job prospects for life with a criminal conviction, and may lose his right to drive a car.

While there is no guarantee of a good outcome with a lawyer, a better outcome is likely. A lawyer will be able to explore all the options such as deferred dispositions and so on that might help. Make sure he gets counsel well before the court date.
