Legal Question in Criminal Law in Georgia
I have a 12yr old felony arrest warrant in state of GA. for probation violation. I live in CA. Can I be arrested and extradited to GA. for this ?

Potentially yes. You need to contact a lawyer about turning yourself in. A bigger problem is that when you hit something like a minor traffic stop and you arrested in California, you may be held for weeks or longer with no bond while they wait to see if you will face extradition.
