What age is considered a minor?
My 17-year-old brother was recently arrested on a statutory rape charge (the girl was 15). The local paper printed his name and some details of this incident. Would he not be considered a minor and if so, how should I address the local newspaper?

While the age of majority is age 18, in Georgia, 17 year olds are treated as adults for criminal purposes and newspapers have no prohibition on printing the names of a 17 year old.
