What happens after an arrest warrant has been dismissed by the judge and the plaintiff wants to dispute it?

There is no plaintiff in an arrest warrant.

You are not the "plaintiff" in a criminal case - the State of Georgia is the charging party and it decides which cases to go prosecute. If a judge dismissed the warrant (for whatever reason) go to the Solicitor or ZDistrict Attorney and ask they to look at case again and see if they want to accuse or indict alleged perpetrator over a Judge's dismissal of the warrat (the have the right to do that - you have no standing, whatsoever, in a criminal case - unless you are the defendant)
