Legal Question in Criminal Law in Georgia

my brother has a warrant for his arrest for slashing tires in georgia, however at the time of the alleged offense, he was in jail for drunk in public. is there any way to get the warrant dismissed without him turning himself in and having to serve any time for this mix up? if i call the hotline with a tip to check arrest date and offense reporting date, will that serve any purpose at all?

How do you know the time of the alleged offense, if you have not seen the warrant. If there is an open warrant, he will likely have to turn himself in, and make a bond. There are extremely limited and expensive circumstances under which the warrant can be dismissed without him turning himself in. but it is impractical under these facts. Call if I can help further.
