Legal Question in Criminal Law in Georgia

if a car was out of gas and on a dirt road and the keys are in the floor of the car , they found a pen with the guts out and a lighter in the car there was also a gun in the car. someone is walking toward the car but noone was in the car how can they charge someone for driving without lic, poss of fire arm by convicted felon, and poss of drug related object. they arrested and took the person to jail then dropped the gun charge . what do you see happening here. remember no one was in the car . the person was just dropped off to see why the car would no start but had not even made it to the car.

The answer of course depends on the evidence no one reading your post knows, like did they find the person's fingerprints in the car, or was there a witness seeing the person drive, etc.
