criminal extradition
If an inmate is waiting for extradition--name removed--another state, but has not signed extradition papers. Who should he contact--name removed--sign the extradition papers, so he can be sent--name removed--the state that has a hold on him?

It is up to the state that has a hold on the inmate to sign the extradition papers, and a state generally will not extradite someone unless it is for serious charges.
