Is a criminal record started for someone just by them being arrested even if they're found to be not-guilty?

Also, if you don't mind answering a second question, is a hot check the same thing as a bad check?

The answer is yes to both. However, if a person is found not guilty then only law enforcement or government inquiries will show that charge and dismissal. It is not something that a employer check would generate unless there was some type of security clearence involved.

There is no such thing as a "hot check." So the answer to question two is no. That's not a legal term.

As to question one, records are kept of arrest. The disposition should also be shown, and an arrest with an acquittal would rarely cause a person problems.
