Legal Question in Criminal Law in Georgia

I have a friend who is currently being charged with 4 felonies, burglary, threats, theft, and one other which I cannot remember. The guy who is pressing charges against him told me that if he gave him 10,000 dollars he would drop the charges. Is this against the law, if he were on tape saying this could he be put in jail for this?
