I feel physically threatened by someone who has made threats, the polce will do nothing until a physical harm is made, can this person be Baker Acted?

Are you asking that because you "feel" physically threatened (for whatever reason, who knows, since you did not include one fact), that the other person can be placed in custody for mental evaluation? Of course not. Officials actually need a factual basis for such things.
