Legal Question in Criminal Law in Georgia
felony charge dropped/changed to misdemeanor
What happens when someone is arrested and charged with a felony, but the D/A charges it as a misdemeanor? What court does it go to (State or Superior)? Does the D/A pass the case on to the state court prosecutor or does he/she handle it even though it is no longer a felony?

It depends on what jurisdicition you're in, but usually the DA will continue to handle the case in Superior Court on the condition that you enter a plea to the reduced charge. If you want to contest the misdemeanor, it will probably be sent to State Court.
