how do I file a petition with the court under O.C.G.A 42-1-19 without a lawyer since I can't afford one

Assuming you want off the offender registry, since that is rarely granted anyway, either come up with the money for a lawyer or wait until you can. Just putting something together to throw against the wall to see if it sticks won't likely get anywhere, and possibly will harm you in trying to do it correctly later. If it is important, it is worth doing it correctly the first (and maybe only) time.
