Will having a Florida felony record from 10 years ago bar me from employment, or living (apartment) in Georgia? I was arrested for a non-violent crime.

It's up to the landlord. If you were not adjudicated guilty, you may qualify to have this Fla. record sealed. Give me a call if it was a withhold of adjudication.
